General Tips for Calling to Japan from Abroad
STEP 1: Dial the international access code.
STEP 2: Dial Japan’s country code, 81.
STEP 3: Dial the 1-5-digit area code.
STEP 4: Dial the 4-8-digit local subscriber number.
Dial 00 for an international operator if are still unable to connect.
Instructions for Calling to Cities within Japan
For all international calls to Japan cities, begin by dialing the international access code (011 in the U.S.). Follow with the country code, area code, and local subscriber number. e.g. For a call to Kyoto from New York, dial 011-81-75-xxx-xxxx. If you are calling long-distance within Japan, be sure to dial a 0 before the area code. e.g. For a call to Osaka from Kobe dial 06-xxxx-xxxx.. For local calls, you only need to dial the 4-8-digit local number.

Instructions for Calling to Cell Phones in Japan
Cellular phones in Japan use cellular prefixes in place of area codes. These prefixes are 2-digits long. Cellular subscriber numbers are a total of 10 digits long (the subscriber number is 8 digits). e.g. For a domestic to a cell phone, dial a preliminary 0, followed by the cellular code and subscriber number: 0-90-xxxx-xxxx. For international calls to a cellular phone in Japan, dial the cellular prefix after the country code: 011-81-90-xxxx-xxxx. You do not need to dial a 0 before the cellular prefix for international calls.
